probably because they are still using models with way too high polycount for the situation, and in their tests of having 18 Pokemon, 3 trainers, and all of the extra objects in the scene simultaneously they started bringing even the Switch to a chug, and since they don't know how to optimize models they had to sacrifice detail on the background to met their target performance benchmarks.
