I know yoiu don't understand the finer details of Rasslin'/Pro Restu so I'l explain it to you. In Japanese Pro Wrestling, poison mist is an extremely underhanded, borderline illegal attack used to harm opponents (different coloured mists having different effects). Tagiri in the WWF/WWE when he'd first entered back in 2000 brought this in and got DQ'ed from matches after using it showing the WWE didn't think it legal either.
Fighting type is based off the Japanese hero archetype and heros never use underhanded methods to win a fight, so if Incineroar was spitting mist at an opponent, it absolutely COULDN'T be Fighting type, because only bastards fight dirty to the Japs.
