So rather than hit that wall they have been softening fans up for a while, first cut having the national dex, then a game that is a remake so can arguably have less and finally follow up with a main release. They figured this would soften everyone up enough not realising that pulling the trigger was always going to hurt.
I also think they want it for a marketing cycle, this is something I notice with Mortal Kombat. Fighters in general do it but MK is more overt with it. Fighters cycle through a cast with each iteration while generally having a core cast, characters that can tank the franchise by missing a game. MK though happily leaves out big names, cause the next game where it brings them back gets more hype because of it. MKX leaves out Shao Kahn and Noob, applause when they are back in MK11. Mileena is out of MK11, will be praised when back in MK12. I think GF want to copy this style of model, they can try to re-hype a fanbase about an old pokemon who otherwise would just be there cause they always are .
So in SW2SH2 they'll bring back 100 more mons, everyone will start jerking. Then DP remakes cuts the dex back to what the originals had plus a little extra, but hey some are back who weren't in SWSH! This is the cycle they want, lower you expectations so that just having what was normally always there seems amazing.
