This animation both is and isn't new. It's an animation some pokemon had last gen, but not all as far as I know. But it's being used in a new context valid to all Pokemon so now all Pokemon have it.
It's a "Cry" animation. In Gen 7, it was used for the SOS mechanic, so any mon that could call for help used an animation like that.
In Sword and Shield, they have 3 uses of it so far:
>Wild EncountersIt's weird that I never noticed it, but Pokemon in the 3D games have never had an intro animation for their wild encounters. Now every wild pokemon starts the battle using their cry animation alongside the actual sound of their cry. Every Pokemon also has a unique "exiting the Pokeball" animation so they don't use the cry there.
>Dyna/GigantamaxingAny mon that Maxes will do their cry animation upon completion. Raid mon kinda do it for both these scenarios since they're already maxed and a wild encounter.
>Winning a major battleNot sure if it'll extend past the gyms, but when you beat Nessa in the gym battle, the player does a little fist pump and their mon lets out their cry.
