Chansey? Probably the only mon that can completely fuck up volc but if we consider the scenario of "what if there was no stealth rock", volc can easily swithc in and out without any sort of risk and bring in a teammate that turns chansey into paste
And even to clarify on the third point, if rocks were banned, flying types and anything that doesn't touch the ground to get spiked would make the game just switch spamming. Imagine current gen stall but with the power level of GSC where shit could switch out nearly free because the only hazards are spikes (which Skarm can easily defog). Stealth Rock is just extremely crucial to singles format that it being gone would break more things than fixing them and Volcarona is just the poster child of "mon that's extremely weak to rocks but it's also unstoppable the minute it sets up and is at full hp).
