Excluding alolans, SM introduced 88 (90 with USUM).
Including alolans, SM introduced 106 (108 with USUM).
If we include galarians and gigamax, we'll easily cross 100 new models, but even discounting that, the low number of new mons in XY was almost definitely due to the fact they were remaking everything into 3D.
Then for SM being low, it's probably just because they were still shit at making 3D designs. Coming right after Kanto is probably why Johto also has a pretty low number of pokemon.
I don't know though. I completely understand the scepticism. I can easily picture a fucking shitty 70 mon dex as much as I can picture a 100+ one.
pretty sad that we now have to hope for 100+ when it was the standard for 5 generations
