Why do these people live in such bizarre conditions? Living in a tree is an odd way of life, but I feel I'd rather live in Fortree than Pacifidlog, Fallarbor, or Sootopolis.
I read a story once of a Greek village with just a few families. A couple of brothers from one of the families was caught stealing goats from another family. They murdered the policeman that caught them and fled to the mountain behind the village. Their wives, parents, and children joined them on the mountain. For generations, that family were forced to live there, coming down occasionally to steal more livestock. They were shunned from society and their family name became a bad word.
Is this the situation in Hoenn? They were pokemon rustlers that were forced to live away from proper society because of their ancestors' crimes? Because who in their right mind would choose to live in Pacifidlog? Or up a tree? Or in a soot-covered wasteland? You'd get sick of it, literally in the case of Fallarbor. They were escaping from something. These people lived there due to discrimination. The people of Sootopolis were probably funding Team Magma so that they could dry-out the surrounding ocean, and get that armageddonmon out of their town. Likewise the people of Fortree probably funded Aqua since they were already raised well above the waterline. The people of Pacifidlog could have been funding whoever, it's win-win for them; either the world gets drowned and they remain the same, or they get some land thanks to Groudon.
