2)it happens in different anime from time to time, especially long running ones. Some are more noticable than others. Haven't seen something like that tho I admit
3)yeah and it generally paid off. Not to mention that it allowed characters to be more expressive and not always on model and fits the comedic tone much better. It was never explicitly stated that it was to improve animation either
