Subvert firetards and make it evolve into a grass/dark type.
Make it a withered sunflower with dried seeds and more of an autumn color scheme and make it sort of like a scarecrow type thing.
Being a grass type give it an ability granting heavy resistance to flying types and give it a signature grass move that is SE against flying.

It's hardly a scarecrow. More just like a cactus with limbs. I think they could both exist. If literal carbon copies of pikachu are allowed then having two pokemon with a scarecrow theme should be fine. Farmers gotta have scarecrows no matter the region and whatnot.

If it has to be subtle, just give him a fire move like flamethrower or fire blast, along with +10 in only 1 stat, with that it would at least have a niche

It would still be shit. Sunflora needs a massive stat buff or evolution. No additional Fire typing or Fire moves would be enough for it to see use.
