This stuff most likely has to go through several iterations of design approval, multiple chains of command, etc. TPC probably has oversight over it, because they need to make sure the designs are marketable for merch. Coders need to look into it, because they need to actually fucking program the unique functionality attached to triggering the flags required to get each unique form. Designs need to be sent to Creatures Inc. so they can make them, and then they probably need to be approved again or sent back to the drawing board if they aren't as expected, etc.
This isn't an indie project, this is a big boy big game dev studio and no one person is in charge of this shit. The IP is too huge to just let designers go willy nilly and waste time on implementing stuff.
This is how I can tell the people I'm arguing with are literal children who probably have only worked at a McJob. I'm currently at work on a fucking corporate phone call with like 3 different teams just because we're trying to approve a fucking label redesign of one of our products. They nitpick the smallest shit and have it sent back to the design team just to tell them that the older design was better, so they just wasted time having it redesigned.
