- In Kalos league rules are more strict and in-line with facility rules because the league is new but also very well established by a strong police force (thanks to the violence of the pokéwar which in some sense is a metaphor for ww2 atrocities).
- Therefore trainers can only have three Pokemon at a time, although defeating all gym leaders indicates a high level of dedication and skill, permitting a team of 4
- And defeating the elite 4 indicates a high level of skill, permitting further teams of 5 or 6. Although there are some careers which are licensed to carry more generally or licensed utility mons by the league and there are some
scofflaws who ignore the law as well and generally aren't punished but looked down on by adults.
Galar will most likely carry on the European tradition of a fairly established, new league. But I guess there will also be much more rich gentlemen and ladies who bribe themselves a larger team, but composed of more cute or cool mons than tough battlers.
