That 3D model was originally made for Stadium 2.
Stadium 1 and 2 tried to have a more "realistic" take on Pokemon designs, like how Digglet had fur instead of just being a plain brown, I wouldn't take all of those design quirks as canon.

I get where you are coming from, those stadium models were kinda janky from time to time. But there's gotta be concept art out there that other people used to make sprites for e.g. the Ranger games (see >>39972339 for reference), so Crobat's teeth are pretty much canon.
