Maxie's plan is dumb, but the assumption is that the land he creates will be used for more resources not for people to inhabit. Water and sea-life is just as important though. The fact that so much of Japan's diet is composed of stuff from the sea is the reason why such a large populations is are to live on the islands with such little arable land.
Given that Hoenn is is Pokemon Japan and the water sustain a decent bit of the population Maxie is just as dumb as Archie.
If this plot took place in a different region his idea might not be as dumb.
