Yes it does. Especially for the graphics.
In terms of gameplay, the E3 build was running like shit and was poorly optimized, and the trailers since then have shown lag or poor draw distance. If we're to presume that the trailers shown since then are on a PC, there's no telling how much worse it will run on an official switch.
For the graphics, well that's obvious. PC is a significantly stronger system than the switch, so naturally it's going to look better. It's going to look potentially worse than what we're seeing right now.

Why has no gaming site reported on this yet? This shows that the game is clearly not running on the Switch and is therefore false advertising and the biggest evidence yet that GF and TPC are lying out of their asses to sell the games.

Do you not know how games are developed? Did you think everything is done on a Switch?
They have Switch development kits that allow them to work on shit on a computer while keeping within the Switch's capabilities and easily bouncing tests back and forth between the Switch and the computer.
It's still running on an official Switch, but they don't make it there. Sakurai straight up said in the demo he was doing it was a ROM of their current Ultimate Build so they could do some stuff with the camera for demonstration purposes.

Still if it was running on a switch dev kit and not a PC. Then that would mean that whoever was editing the video, or playing the game was too careless to ensure the cursor was off the screen before being shown.

Oh, certainly. It's incredibly unprofessional of them to not catch it and leave it in the marketing. But that's not something exclusive to GF considering Smash Ultimate did that too with Falco having some debug stuff in his trailer at one point.

The thing that's important here is stopping people from misinforming others and implying that it's being made on something more powerful than a switch and still looks like shit. All games are made on PCs using dev kits, this game will look just as shitty there as it will when it comes out.

Well with the Falco trailer at least it was shown that it was within the devkit, and there wasn't a cursor being shown.
Regardless of professionalism aside, it really could still be a worrying prospect since nothing in the trailers has shown anything of quality thus far.

You can point out the flaws of an upcoming product in hopes that the developer will makes changes, or at least make it known for others so they are aware as well. That way consumers would be more wary, or know what to look for when a product is about to come out, whether it's a solid improvement from it's predecessors or is a total fuck up.
Accepting a mediocre product and saying it's okay, when it has very apparent flaws is not alright, and can lead to a lower quality for another product in the future.

It's a thing called having standards. Pokrmon is not immune to this whatsoever. If it was, then Final Fantasy XIV shouldn't have gotten remade into ARR.
