What it did need was the thing that Arceus has other than sheer stats: a better movepool. Recover, Extreme Speed... and there's also the fact that Judgment is straight up better than Multi-Attack, having higher power and being further boosted by the Plates, while the Memories don't boost Multi-Attack's average 90 BP
