Puka was an elderly surfing Pikachu with blue eyes who could feel ocean waves coming with a psychic-like sixth sense, and in Pokemon Stadium if you unlocked surfing Pikachu but evolved it into Raichu, instead of summoning a surfboard it would jump onto its tail to surf the wave instead.
