While it is easy to lower the pixel count of a picture, generating pixels in order to give back details to a picture is way harder. The details you're asking for are just not there anymore, and the computer has to guess what pixels it has to generate.
Algorithms available to the public can make a decent job on not-so-blurry pictures, but to "depixelize" the teased Pokémon is literally an impossible task, the result would be awful.
