Is there any reason to use Hail it you're not running an all ice team?

I would like one of my Pokemon to use the he move hail for thematic purposes, but I don't actually think it would benefit me in any way so I can't. Here's all I can think of.

>It's a form of chip damage, to both of us but still
>It could cancel out other weather on the off chance my opponent uses sun or rain for their team
>It could make Blizzard more accurate on someone else in my party
