For the uneducated, mods and rockers were two conflicting musical gangs/subcultures from the 50's in england. Kiss is american and didn't come about until the 70's, although it's probably accepted that they were heavily influenced by the rock wave that spilled out of england (as many artists were back then)
I'm waiting for there to be another galarian form (poochyena, maybe?) that has a more clean, fashionable look from their original to reflect the mods.
Under these pretenses, I think it's a lot more interesting than just assuming it's based off something that has little to nothing to do with the british theme they're working.
