Don't really care about bidoof. Rattata has a strong early game because of Hyper Fang but Bidoof gets that too along with Simple Defense Curl with Rollout. Your main gripe is mainly design though.
Your gripe with Shinx is design too, but it's not a bad early electric pokemon
I feel like Budew is better than Ralts because Ralts needs more babying until it gets strong.
