Because they didn’t actually know he was going to win. There’s an interview with Rica, Ash’s voice actor that came out today and it turns out the director didn’t tell her he was going to win until it came time to record for this episode. She literally asked him if he was joking or not.

Why is Game Freak Congratulating a fictional character in a series they have a financial stake in and knew the outcome long before the episode was drawn and even had a say in it. Its like give congratulations to the doodle on the corner of your newspaper you drew beating the shit you of Masuda. In the end you're just talking to yourself. Imagine what Gamefreak would accomplish if they stopped being schizophrenic and focused on their work

Apparently even the voice actors didn't know until the day of recording, so there's a good chance Masuda really DIDN'T know. Also, Game Freak doesn't make the anime, so your entire argument is moot anyway.

All approved by TPC meaning approved by Gamefreak and Nintendo as 1/3 stakeholders of the company.

No but they approve its episodes along with Nintendo and Creatures Inc so in a sense GAMEFREAK DOES make the anime like Sony made the past two Spiderman Movies but DISNEY had the final say in what its characters were doing not Sony who only controlled the Spiderman characters. The comany that makes the anime has ZERO control over the characters or the plot as its all owned by TPC who has to approve it.
