"Scaling up" is only going to do the same thing the engine is already doing (interpolation) except in a way that will be more expensive computationally. See pic related, the source texture vs. scaled down and then back up. The only way to improve the texture itself without adding new information from scratch would be to export back from the original sources.
Two asides:
One, the "clay-like" anecdote specifically comes from the first texture mod for Fallout 4: ground textures WERE scaled up in this case, which resulted in massive 2048^2 constantly repeated textures which don't have any detail that would benefit from that resolution, plus tiny normal maps which mean they just glaze over into a wet sheen in any light. The mod reduced the texture resolution and increased the normal resolution, which improved the amount of effective detail and the performance massively.
Second, the only fucking difference between these scenes is video quality. You can see how the 'Old' one has smeared over detail and geometry edges in the same way that the upscaled texture in pic related has lost its detail
