It's a mountainous tourist port city predominantly full of people who commute to San Jose and every time a solution comes up for housing/medical care for the homeless, even temporarily, the residents get up in arms about "muh property value" which is a valid concern to have but the vast unhoused masses with no choice but to shit on the streets is going to keep your property's value stagnant in the long run.
