The shrine and NPCs around Ilex Forest mention that it's for the guardian of the forest even in Gold and Silver. They're senile if they're claiming Celebi wasn't related to that.

Because each 8x8 tile is limited to 4 colors(including black & white). The tiles were designed to be placed adjacent to either grass or dirt, so it was easier to make it blank. Not like you'd notice on the Game Boy's small screen anyway.

That's how almost all object tile sprites work. They have a generic background, usually white. Sometimes brown for tiles mainly found in caves and such.

That's true, but the Pokedex entries for Celebi in Gold/Silver both associate it with forests. If NPCs did indeed refer to a "guardian" of Ilex Forest, it seems pretty likely that they were talking about Celebi and that GF really did just forget.
