That mon needs it's support movepool big time. Dynamaxing it would mean it would just be left with dynamax protect, and dynamax max water (assuming it has scald).
Also yes it being item based is a big deal. With megas, and z-moves again. You had to forfeit an item slot. This meant you couldn't have life orb with mega or z-move. You can have life orb with dynamax here though and that's a problem.

This isn't gonna make that many more mons usable whatsoever. The only way to make more mons usable is to give them selective buffs. Dynamax again only benefits the already powerful pokemon.
