Like in the early sets, an NFE Pokemon who evolved twice could only have 30, 40, or 50 HP, and mostly hovered around the 10-30 damage range. Those numbers got bumped up at some point, so now those same Pokemon can have anywhere between 30 and 80 HP, so there are six options instead of having to chose between "low, normal, or slightly high". The damage was also scaled up so they take about the same amount of effort to kill.
