The VGC model has pretty much been standardized at this point to be regional dex and new machanic only first year, national dex and all mechanics second year, national dex with two restricted and all mechanics third year. Knowing they wouldn't need megas, z moves, or half the dex for VGC 2020, they just cut some corners and put off adding in 400 Pokemon. Then in 2020 they can sell the game with the full national dex, move tutors and whatever ultra space hyper holes excuse is needed to include all of the legendaries,
