If you apply the weight/height ratios to a lot of Pokemon, you'd get some strange compositions if applied to the real world. Some dude is just throwing numbers and shit into the Pokedex, I don't think they try too hard at consistency.

There's no way it's all muscle if Poliwrath is half its weight. It has to be accounting for the leek and shield. Therefore, Conkeldurr's weight has to include the concrete pillars.
