In RS, you couldn't transfer your mons from the Gen II games, but all currently existing Pokemon were coded into the games, you just had to wait for the next games to actually obtain them without cheating. Plus, the only reason you couldn't transfer your Gen II mons in the first place was because the GBC and GBA were incompatible.
In SwSh all the mons are not even coded into the game so not only can you not transfer your old non-regional mons into the game from your past titles, you can't obtain or use a newly caught non-regional mon at all. For example, say Dialga isn't in the Galar Dex, but the next games are DP remakes (which would obviously include Dialga), you still wouldn't be able to trade Dialga caught in the DP remakes into SwSh.
Honestly, I think the people trying to prop up this false equivalency are just attempting to make Dexit seem like less of an issue because "it happened before", even though it didn't.
