₽500 is chump change, especially after beating a gym leader and then all the trainers on the way to Mt Moon. Plus if you put the effort in you can have a Gyarados reasonably early in the game.

I take it for the dex entry, and then super rod myself a fully evolved gyarados later.
Magikarp takes too much exp in gen 1, and in gen 3 where you have vs seeker gyarados isn't that great.

No, Gyarados isn't good before the Physical/Special split, training it to 20 is a chore at that stage, and there are better water types worth investing in.
