In the former case, it'd be like if Torkoal got a pre-evolution, and its name is Coal2 instead of Coal.
In the latter, it would be like if Pancham's name was Panda2 instead of Panda1, hinting at it having a pre-evolution.
If a fully evolved Pokemon in an existing evolutionary family gets a new evolution (say, Lycanroc), that wouldn't indicate a new evolution at all because Lycanroc would be Wolf2 regardless.
