How would you pull off a Pokémon evolutionary line that has less BST for the final evolution than the first stage?

Extreme minmaxing. Becomes a frail glass cannon and dumps its off-attack stat.

Conceptually I imagine it as a rock or ice creature that loses part of its body as it evolves and eventually turning into a flat, sharp blade-like creature that crumbles easily.

The early stage is a mixed wall that is Rock/Ice, styled after a simple large slab/boulder of which you can kind of see something within or underneath, maybe the light of an eye.
The final stage is a fast attacker with the same typing, styled after a statue chiseled from stone and/or the freedom of some old creature frozen in ice long ago.
