The Ditto is literally the reason why she can disguise herself, it's a renewable face mask. Abra was a 1-time thing where the teleporting old man at the Pokemon League was actually her in disguise; she did this to send Silver away from the suspected site of the Masked Man's attack (ironically teleporting him into Ilex Forest, the actual target site, IIRC).
