Paul can battle Cynthia, but not Ash.

Paul chose Turtwig as his Starter and thus has the right to only battle in the Sinnoh Champions League and Cynthia.

Ash was given Pikachu and has the right to only battle in the Kanto Champion League and Lance.

Which is as shame because I'd love it if they explain Ash delivering the ball off screen and it becomes "active" once Ash reaches Galar and Kurt travels to Galar to deliver the ball to Ash believing he can use the ball. (Kind of like a sword in the stone style arc)
When Ash finally unlocks the ball the first regional Legendary, Galarian Celebi which kind of looks a little like Link with a tunic, sword and shield.
