Yeah and what are the odds a heatran would come out? Unless they have only 2 mons left, I think a whirlwind would be fine. You're stretching the hypothetical too far. There are much better odds of it being any other mon than that guy. And if it is, switch stall again until whirlwind pulls out a more desirable mon that will give you a slight advantage.
