Yes, but some people think he might give the championship to Kukui himself after their exhibition match. Kukui so far has an unbeaten winstreak. Then again, so had Drake from Orange League, and Ash beat him long ago, despite the bullshit OP Dragonite.

Didn't Kukui make it to Lance when he competed in the Indigo League? Ash should have a battle with Lance if he beats or ties with Kukui. If we count the Orange League, Ash and Lance are also the only characters who are champions of two regions.

You got it mixed up. Lucian said you'd have to win the region's home league to take on their champion/E4. He didn't mean the region has to be your native home.
