That's the best I can come up with. What I would imagine is the following:
1. He'll be fat, like Santa.
2. He'll have a cape/christmas present sack combo, where a giant pouch full of presents makes up most of his mass, and it'll be tied around his neck/chest. You can also place a brooch where the bag is tied together for style.
3. He'll look menacing, or jolly. Needs to preserve the face.
4. Give him an ability which makes his signature move "present" better somehow. Like he throws two presents, or damage does more. Can make it "naughty" or "nice" themed.
5. Heaviest pokemon in the game. Give him gyroball.
6. Better typing somehow. Like Ice/??? Whatever will complement both his theme and make him stronger. Or just give him really great defenses and speed (santa travel).
This is off the top of my head, but honestly I can't think of a good way to make Delibird better. Ice/Flying is just such shit typing.
