Also, considering the current state of video games as a whole, it wouldn't surprise me if the national dex, or at least some more of the older mons getting cut, would be introduced later as a content patch. So many games get released in a half-finished state and still break sales records, it makes more sense (from a business standpoint) to put out an unfinished game before the holiday season and fix it later, than to put it off for 3-6 months and miss that holiday season.
