Town doesn't need to sell gangbusters to make a profit. It was staffed and budgeted reasonably. Toby himself said that the team working on Town was very small.

As long as TPC demands a new game every year so they can sell their new merchandise and air their new anime series, Pokemon will never be good

As it stands though, Pokemon has to have a new gen come out at the same time as the new anime

Even if they had more people, they still wouldn't have the time they need, so long as TPC is in charge

What they should or shouldn't do doesn't really matter, as developers it's their prerogative. They aren't obliged to work solely on Pokemon, they're third party developers and a privately-owned company.
