I doubt Pikachu and Eevee will get rehashed considering how recognizable Pokemon like Pichu, Marill, and Togepi are. Especially Togpi and Pichu. If it's a Johto themed game they are going to use them, Pikachu and Eevee will no doubt show up, but Gamefreak would probably use the game to revitalize an old shillmon.
Also they'll probably avoid starters. I know Pikachu and Eevee are the starters of Yellow, but I don't think they'll use any conventional ones.
