Gen 3 > Gen 4 > Gen 7 > Gen 6 > Gen 1 > Gen 2 > Gen 5 > Gen 8
While each generation has good and bad designs, cumulatively speaking, Gen 3 had the most quality with the most consistent "theme" of the designs.
Gen 5 honestly has some standouts, but overall, it's just not that good in terms of overall Pokemon design. It became cartoony in this generation, with weird things like Stunfisk, those mushroom dumbfucks, etc. They were the most "fakemon" generation.
Gen 8 really has been dropping the ball so far, with only a few "decent" but most just not good.
