Pic related is tanner than Brock, very very clearly "tan" as opposed to "black" since you can actually see his tanlines, and he speaks with a thick Kyushu dialect in nip. Okinawans are generally portrayed as even tanner.

I don't really think depicting a person's appearance is really racist if it actually exists, it's only really a problem if it's used to mock the person in question, or if the character's personality is intended to be a negative stereotype. If those kind of Asians are known to be very effeminate towards women to the point of them being uncomfortable then that is another story.
