Normal might not have any advantages, but it only has one weakness (fighting) AND an immunity to ghosts.
Ice on the other had only resists itself, and has four pretty common weaknesses (fire, fighting, rock, steel).
Plus, normal types are pretty diverse with the insane amount of moves they can learn for type coverages.
Ice is pretty much just a weaker version of water, since water types can usually learn ice type moves anyway.
