Alolan Vulpix, however, has large, massive, blue, cutesy eyes, a thinner snout, lighter body with thinner legs, and white and blue coloration that makes it stand out more.
It appeals to Japanese sensibilities as cute. You can't say the same about the original Vulpix.
That's why Brock barely used his Vulpix, and he later gave it away to its original trainer. Conversely, Snowy is the only Pokemon Lillie has, and as Lillie is a very important character in the anime due to her story arc with Aether and Gladion, as well as Magearna recently, Snowy stood out a lot more.
