Mewtwo Returns is kinda okay if you liked Mewtwo Strikes Back, but is otherwise just kind of like a long episode.
I can't judge Heroes accurately, because I'm a big fan of Lati@s. I'll say, think it's one of the better movies, but take that with a grain of salt.
Jirachi Wish Maker is probably the weakest of the Hoenn movies, or at least tied for the worst. Still decent, though. If you come for Groudon, prepare to be disappointed, and if you hate Max, skip it.
Lucario movie is tied for the weakest hoenn movie. The basic plot is pretty meh, but the Regis carry the action and sense of urgency very well.
Genesect & Mewtwo's Hollerin' Hootenanny is actually pretty okay if you stop asking questions about Mewtwo. It's a miserable experience if you can't get that part of your brain to shut up.
I did not watch the Diancie or Magearna movie, or anything that has come out since.
The Power of One is probably the least good of the original three, but still really good for a pokemon movie. It manages to capture the feeling of a world-ending, cataclysmic event better than any of the attempts later movies made to do the same. I'm not sure if it's this movie being good, or later movies being shit, but Lugia feels 10 times as majestic as fucking Arceus. Maybe it's the dub voice?
Mystery of the Unown is really good too. It's arguably better, because Brock and Misty do more, but that's kinda up to you.
Mewtwo Strikes Back is bar none, the best Pokemon movie, to the point that it's actually a decent movie, not just a decent pokemon movie. Make sure you watch it with the Origin of Mewtwo
