Since August, Google forces apps to also have a 64bit version if they still want to support 32bit, but nothing stops the dev to only publish a 64bit app as 2021 version of Android will be 100% 64bit
Mario Kart Tour was in beta months before the new Google policies applied and probably only dev'd a 32bit version (which also runs on 64bit devices)
The final game was released after the new policies applied, so they were forced to both make a 64bit version to comply with them AND continue support for 32bit as in order not to lose 32bit beta players who could play the game just fine before
Whereas Masters' beta was released around 4 days before August so they applied Google's policies from the get go AND just publish a 64bit version
Otherwise they'll have to go out of their way to maintain both while perfectly knowing that they would have to drop it in 2-3 years when most of the smartphones will be 64bit

Masters uses the futureproofed highpoly 3ds models that are still in the switch games today, unlike MKT which remade all of the tracks to lower the polygon count
The models already made dedicated game consoles lag, and with all of this you'll have to add the new trainer models with a similar amount of polys to the mons, unlike in the 3ds games where a low poly version of the model is used in battles
Masters doesn't use any low poly trainer/pokemon at all, even though they look so small in battles
I tried MKT and experienced little to no lag, the same cannot be said for Masters which is probably unoptimized anyway
In every other aspect MKT is probably better though even with the fucked up controls
