Memes aside, Todd legitimately seems like some innocent dork who has no idea how shit his ideas end up because of bad programming and thus ends up promising what he can't deliver. I think of this line from the making of Halo 2 where a conversation is basically "Let's pound the code and make these crazy things happen".

Of course, he doesn't get away with simply acting like these problems don't fucking exist, but at least he's not making up bullshit like cutting core content making the garbage grafix and animations better.
