Gotta Catch Em All was just the American tagline. From the standpoint of an anime it's much better for Ash to have a small team roster that he uses consistently that can get some character built instead of a bunch of throwaway mons that get one episode and then Oaked

Difference in priorities.
The Pokemon Anime has an interest in promoting ALL aspects of the franchise, since the merchandise, trading cards, Pokemon Go, Pokemon Masters, etc. have Pokemon from all Gens.
GF on the other hand has the priority of doing the least amount of effort needed to get their game out on a certain date, since they're guaranteed to sell no matter what they do.
