Nigger, they've been making shiny hunting easier by the Generation since Gen IV. You haven't found any because you haven't actually sat and hunted them.

Then you only have your own autism to blame, I'm sitting here on at least a box and a quarter of hunted shinies from various games from the last two years.

I've only ever played Silver, X, OR and Black to completion, 3/4 of B2, and 1/4 of FR and Plat, and have 6 natural shinies. Of those only one was with chain fishing, but everything else just popped up.

I know, I've played almost every game and I've only found three shinies. I've had better luck with Pokerus despite it being statistically way more rare.

It's not 1 in every 8192, but rather, at every encounter, you have 1 chance in 8192 to roll a shinny, or, 0.01% chance it'll be a shiny.
