Since it's NOT based on Sword & Shield, it begs the question: why are the games and anime still coming out at the same time?

It made sense when the anime followed the games, for cross-promotion, but with Gen 8 anime series being the first to not follow the games and not share the same title, the cross-promotion is no longer there. It's promoting Pokemon as a whole now, not any specific game.
